Mr. Ralphs seems to have started by attempting
adetailed defence but then realised that he could
not really defend himself and he, therefore,
virtually admits that so far as he was concerned
the defalcations were due to an implicit trust
?
in Chan Taz-un. In extenuation he pleads overwork.
Finally he offers to repay, so far as he is able,
such portion ofthe amounts appropriated as Govt.
may consider due. I think he is genuinely concerned
about the matter and it seems desirable that he
should have some sort of answer before he returns
to H.K. He is due to sail on the 2nd of Novr.
I submit draft for consideration which
may be considered suitable.
Mr. Ralphs requests that his letter should
be shown to Sir C. Clementi.
It will probably be
necessary to discuss with him the whole question
when the 0.A.G.'s observations are received,
and
opportunity can then be taken to show him this
letter.
